Jean-Noël Barrot is the Minister for Europe and Foreign Affairs. He served as Minister Delegate for Europe in the French government from February to September 2024, and as Minister Delegate for Digital Affairs from 2022 to 2024. Before joining the government he was, from 2017 to 2022, Member of Parliament for the 2nd constituency of the Yvelines in the National Assembly, where he also served as Vice-Chair of the Finance Committee. An economist, he taught at the Massachusetts Institute of Technology (MIT) from 2013 to 2017 before being appointed professor at HEC Paris; his research covers finance, production networks and the evaluation of public policies supporting business. He holds a degree from HEC Paris, master's degrees from the Paris School of Economics, HEC and Sciences Po, and a PhD from HEC. A member of the Mouvement Démocrate (MoDem), he was its national spokesperson (2018) and secretary-general (2018–2022) before becoming vice-president (since July 2022). He is also a laureate of the French-American Foundation's "Young Leaders" programme.
